Waterloo, IA Building Safety: Electrical Permits (2026)

Waterloo adopts the 2023 National Electrical Code by reference at City Code § 9-3-5, then layers Annex H amendments at § 9-3-7 that govern how a permit is actually obtained. Under the amended Section 80.19(a), a homeowner can submit their own electrical permit application, and once it is approved and the fee is paid, the city issues a permit letting that owner wire equipment inside the dwelling they own and occupy, using help only from family members and without carrying a contractor's license or insurance certificate.

Section 80.19(c1) exempts small jobs entirely: no permit is required for repairs that cost $300.00 or less. For larger work, § 80.19(e) sets the billing rule: electrical permit fees are due by the tenth day of the month following either the date of the permit application or the date of the inspector's statement, and the city puts any account more than 60 days past due on hold until it is brought current. Licensing runs through a separate track. Section 80.28 ties electricians to Iowa Code chapter 103, and Waterloo accepts a valid Iowa Class B journeyman or master electrician license; a contractor holding an Iowa electrical contractor's license who wants to pull a Waterloo permit for the first time pays a one-time $150.00 registration fee.

The same amendment reinstates a five-member Board of Electrical Examiners and Appeals, appointed by the mayor with council approval, that hears appeals from the electrical inspector's decisions within ten days of a written notice.
