Waterloo, IA Building Safety: Fire Sprinkler Requirements (2026)

Section 9-1-2, subsection C of the Waterloo City Code amends the 2021 International Residential Code as adopted in section 9-1-1. Among the local amendments, the city struck the model code's residential fire sprinkler mandate outright: "Section R313. Automatic Fire Sprinkler Systems - Delete this section in its entirety." Section R313 in the unamended IRC is the provision that would otherwise require automatic sprinkler systems in new one- and two-family dwellings and townhouses; Waterloo's council removed that requirement rather than amend it, so no sprinkler system is mandated by the adopted building code for those occupancies.

The same amendment package also deletes IRC Section R302.13, Fire Protection of Floors, and Section R322, Flood Resistant Construction, showing a broader pattern of the city declining several 2021 IRC additions rather than adopting them piecemeal. None of these deletions touch the IBC, which continues to apply its own fire protection provisions to the commercial and multi-family buildings it covers; the sprinkler deletion is specific to the one- and two-family IRC. A builder or homeowner who wants a residential sprinkler system anyway may still install one voluntarily, but the Building Inspections Department does not require it as a condition of a building permit under this code.
