Cecil County, MD Building Safety: Electrical Permits (2026)

Cecil County Code § 191-2 adopts the 2023-NFPA 70 National Electrical Code as the county's Electrical Code, applying to new construction permitted after adoption and to additions, alterations or repairs that must meet the same standard without forcing the whole building into compliance. The county's own addendum in § 191-2D bars aluminum conductors smaller than #6 and requires illuminated interior and exterior stairways with a luminaire at each landing. Section 191-14 sets the permit mechanics for unincorporated Cecil County. Only an active master electrician may sign a permit or inspection-agency application, and the master electrician must notify the Division of Permits and Inspections in writing of any authorized agent.

It is unlawful to maintain any installation requiring a permit if it was installed without one or does not conform to this chapter. Four narrow exceptions apply: repairing or replacing up to 50 existing fixtures, receptacles, switches or ceiling fans per structure; swapping breakers or fuses in an unmodified panel; repairing motors or appliances without changing amperage, voltage or phasing; and low-voltage wireless systems of 50 volts or less using approved third-party devices. In an emergency, a master electrician may proceed without a permit after notifying the Division, but must secure all approvals within a reasonable time set by the Board of Electricians.

If the electrician of record is replaced, the owner must notify the Division in writing, and a new permit issues after a five-day waiting period at the same fee unless the scope changes.
