Cecil County, MD Building Safety: Building Inspections (2026)

Cecil County Code § 270-3 sets the inspection sequence for all plumbing work performed under Chapter 270. Subsection A requires the plumber to notify the Division of Permits and Inspections before covering any indoor or outdoor underground installation or rough plumbing work, then to request the Plumbing Inspector for a final inspection once all plumbing work is complete. Subsection B restricts who can schedule that inspection: only the individual or representative who actually holds the plumbing permit may book it, which keeps unauthorized subcontractors from calling in inspections on someone else's permit.

Subsection C sets a minimum 24-hour notice period for scheduling any inspection, rough or final. Subsection D adds a separate check for utility connections: any tie-in to a municipal water or sewer line must be inspected by the Cecil County Department of Public Works, or by whichever municipality regulates that line, or their agent, before the work is covered over. These inspection steps sit downstream of the permitting requirement in § 270-12, which bars starting plumbing work without a permit issued to a licensed master plumber, and upstream of the appeal path in § 270-5, where disputes between a property owner and the Plumbing Inspector go to the three-member County Plumbing Board and, beyond that, to the Circuit Court for Cecil County.

The chapter adopts the 2021 International Plumbing Code by reference under § 270-6, so the county's inspection notice rules operate alongside the IPC's own inspection and testing standards rather than replacing them.
