Duluth, MN Building Safety: Electrical Permits (2026)

Duluth Legislative Code § 10-26 bars anyone from putting into operation or using any electrical apparatus, appliance or fixture regulated by the State Building Code, or energizing any wiring in a building, tent or other structure, until an approved final permit has been issued. The same bar applies to any utility that connects service before the wiring is inspected and a final permit issued. Applicants file plans and specifications with the building inspection division under § 10-24, state the total estimated cost of the work, and pay the permit fee set under § 10-2.

All work must stay uncovered until the building official's inspector approves it, and § 10-25 requires the official to inspect within one working day of notice that the work is ready. Under § 10-29, no permit issues to anyone performing the work unless that person holds a Minnesota state board of electricity license as an electrical contractor or master electrician, though § 10-30 lets an owner-occupant of a single-family dwelling pull a permit and do the work themselves after signing an affidavit of ownership and occupancy.

Section 10-27 lets the building inspection division order a utility to disconnect service on any installation it considers unsafe or contrary to the State Building Code, and replaced wiring that is exposed must be completely removed rather than abandoned in place. Because Minnesota administers the electrical code itself, § 10-26(c) has the city step in only if state administration is interrupted, under an agreement following Minn. 0050, Chapter 1315.
