Duluth, MN Building Safety: Building Inspections (2026)

Duluth's building official, working through the construction services division, supervises and regulates all electrical work installed or altered in or on any building, tent or structure, temporary or permanent, and requires it to conform to the State Building Code (§ 10-25(a)). Before any of that work can start, § 10-23 requires a separate permit application, though adjustment, repair or replacement of worn or defective parts is exempt as long as the wiring itself isn't being replaced, and § 10-24 requires the application to include plans, specifications, an estimated cost, and the fee set under § 10-2.

Once work is underway, § 10-25 keeps the process moving on a strict schedule: the person in charge of the installation must notify the building official when the work is ready for inspection, but that notice cannot be sent until the job is entirely finished, and everything must stay uncovered and accessible until it has been fully approved by the building inspection division. From there, the building official must inspect within one working day of receiving that notice. The same section gives the building official ongoing authority to order changes to unsafe or improperly installed wiring, to require protective measures against fire or shock hazards, and, where a condition endangers life or property, to disconnect the power supply and withhold reconnection until the installation is safe and a certificate of approval has been issued.

Section 10-26 backs this up by barring anyone from putting regulated electrical apparatus into service, or a utility from energizing it, until an approved final permit has issued.
