03(A)(3) adopts the National Electrical Code, 1978 edition, by reference as the wiring standard governing construction in the county, alongside the Indiana Construction Rules and Regulations, the One- and Two-Family Dwelling Code, the Plumbing Rules and Regulations and the Mechanical Rules and Regulations; copies of all five are on file with the County Building Commission at the Courthouse. 05(A) requires that before any electrical work with a contract price or estimated cost over $100 begins, the contractor or person in charge must submit a written statement of the proposed work and get it approved by the Building Commissioner, who issues the permit.

The Commissioner can require detailed plans and specifications, keeps a copy on file, and must approve any change from those plans before the change is made; the Commissioner must refuse a permit if the proposed work would violate any state statute or county ordinance. 50 fee for each required inspection. No permit is needed for painting or other cosmetic work that does not alter or extend the building.
