Chapter 150's electrical subchapter incorporates the Indiana Electrical Code and the other Article 17 rules of Title 675 of the Indiana Administrative Code by reference in § 150.01(A)(4)(a), and § 150.63 folds them into the local standards enforced under this subchapter. Section 150.66(A) requires a permit to install, modify, or repair any electrical conductor, fitting, device, or equipment on a public or private structure, with a narrow exception for routine maintenance performed by an owner's own engineering and maintenance staff; that exception never covers new installations, substantial modification, or work by an outside firm.

Under § 150.66(B) and (C), the enforcement authority, the Department of Engineering, Traffic and Inspection Services or its designee, prepares standard permit application forms describing the project, its location, and the contractor doing the work, and the Board of Public Works and Safety approves those forms. Section 150.66(D) lets the enforcement authority issue the permit once the application is approved, while (F) requires a written statement of reasons if the application is denied, with denial appealable to the Board of Public Works and Safety for a hearing and, under (G), further review in court under I.C.
