Kokomo, IN Building Safety: Plumbing Permits (2026)

Kokomo Code of Ordinances § 150.01(A)(3) incorporates Article 16 of Title 675 of the Indiana Administrative Code, the Indiana Plumbing Code, by reference into Chapter 150, along with later amendments as published in the Indiana Register or Indiana Administrative Code with their fixed effective dates. Copies of the adopted plumbing rules are kept on file with the Department of Urban Development and Design under § 150.01(B). Because Kokomo has no separate municipal plumbing chapter, plumbing work is folded into the general building-permit requirement of § 150.02: it is unlawful for an owner or responsible lessee to do or allow any work involving new buildings, additions, alterations, or major repairs without a general building permit from the City Civil Engineer, and § 150.03 requires clear, understandable plans conforming to the adopted codes before that permit issues.

Fee schedules for the work fall under § 150.04, administered by the Department of Engineering, Traffic and Inspection Services, which sets inspection fees at $25 per inspection and building-permit charges scaled to construction cost, from $75 for jobs under $15,000 up to $500 plus $.50 per $1,000 for jobs over $100,000. Failing to obtain a permit before starting work exposes the responsible party to the penalty in § 150.99.
