Section 6-3-1-305 makes it unlawful for any person to begin work on any electrical facilities installation within the corporate limits of the city without first securing the required permit, though it exempts minor work such as repairing flush switches, replacing fuses, and replacing light fixtures and receptacles. Permits under that section are issued only to electrical contractors who hold both a current, unrevoked state license and a city registration certificate; a contractor cannot substitute one for the other. The permit requirement rests on Section 6-3-1-301, which adopts the National Electrical Code, 2017 edition as modified by the Oklahoma Uniform Building Code Commission under Title 748, Chapter 20 of the Oklahoma Administrative Code, giving it full force within the city.

Before a permit issues, Section 6-3-1-304 requires architects and builders preparing building plans to show provisions for channeling and pocketing electrical conductors and to mark switch locations and outlet wattages on the plans; the code official can deny a permit under Section 6-3-1-308 outright if the proposed wiring appears unsafe or noncompliant. Section 6-3-1-307 allows a temporary permit, capped at three thirty-day terms with a fee each time, when electricity is needed before final inspection can be completed. Every inspection under a permit is itself fee-bearing per Section 6-3-1-309(D), and the electrical inspector must issue a written 'rough-in' certificate before any wiring can be concealed and a separate final certificate before the power company may connect service.
