Lawton, OK Building Safety: Plumbing Permits (2026)

Section 6-2-1-210 bars any person from installing, removing, altering, repairing or replacing plumbing, gas or drainage piping work, fixtures, or water heating or treating equipment in a building or premises without first obtaining a permit from the plumbing official, and requires a separate permit for each building or structure. That permit system sits on top of Section 6-2-1-202, which adopts the International Plumbing Code, 2018 edition as modified by the Oklahoma Uniform Building Code Commission at Title 748, Chapter 20 of the Oklahoma Administrative Code, giving that code the same force as if written out in full in the city's own ordinances.

Section 6-2-1-212 restricts who can even receive a permit: only a person holding a valid, unexpired and unrevoked plumbing contractor's certificate of registration, or a licensed homeowner doing personal work under Section 6-2-2-222(F). Section 6-2-1-211 exempts only narrow maintenance work, stopping leaks without replacing parts, or clearing stoppages that don't require replacing valves, pipes or fixtures, from needing a permit at all. If someone starts permitted work first and gets caught, Section 6-2-1-207(C) doubles the fee: anyone who commences work requiring a permit without first obtaining one pays double the normal fee if later allowed to get one, with a narrow emergency-work carve-out.

Under Section 6-2-1-206, violating the permit requirement is punishable under Section 1-1-119, with revocation of the plumber's registration certificate as an additional consequence, and every day the violation continues counts as its own offense.
