Salinas, CA Building Safety: Electrical Permits (2026)

Sec. 9-4 adopts the California Electric Code, Part 3, 2025 edition, as the Electric Code for the City of Salinas, effective January 1, 2026 under Ordinance No. 2690(NCS). The code reaches the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, and addition to electrical systems anywhere in the city, so rewiring a panel, adding circuits, or installing new electrical service runs through the same Article I permitting chain as the rest of Chapter 9. Sec. 9-14 puts the Salinas building official in charge of administering and enforcing every code adopted in Article I, including the Electric Code, and inspections follow the administrative procedures built into the state code itself since Salinas adopted it without a separate local electrical permit chapter.

The Electric Code also underpins other city rules: Sec. 220(c), governing rooftop solar systems, requires that electricity-producing solar installations meet the safety and performance standards of the California Electrical Code, IEEE standards, and accredited testing laboratories such as Underwriters Laboratories, tying electrical permitting directly into the city's expedited solar review. Permit fees for electrical work are fixed by city council resolution rather than written into the ordinance text, and any project that also adds enclosed building space may additionally owe development impact fees under Article V (Sec. ) before a permit or certificate of occupancy issues.
