Salinas, CA Building Safety: Plumbing Permits (2026)

Sec. 9-6 adopts the California Plumbing Code, Part 5, 2025 edition, as the Plumbing Code for the City of Salinas, effective January 1, 2026 under Ordinance No. 2690(NCS). The code governs the design, construction, quality of materials, erection, installation, alteration, repair, location, and relocation of plumbing systems citywide, so replacing a water heater, repiping a house, or installing new fixtures falls under Article I of Chapter 9 alongside the building, electrical, and mechanical codes the city adopted the same day. Sec. 9-14 assigns the Salinas building official authority to administer, implement, and enforce every code adopted in Article I, including the Plumbing Code, using the plan review and inspection steps built into the state code itself.

Plumbing work is also tied to the city's development impact fee scheme: Sec. 9-41(c) specifies that fixture units used to calculate the sanitary sewer trunk line development fee are defined in the current adopted edition of the Uniform Plumbing Code, so plumbing fixture counts on a project directly affect the sewer impact fee owed before a permit or certificate of occupancy issues under Article V. Solar water-heating systems get an added layer of plumbing-code review: Sec. 220(b) requires that solar systems heating water for single-family residences, commercial use, or swimming pools be certified by an accredited listing agency as defined by the California Plumbing and Mechanical Code before the city approves them.
