Vacaville, CA Building Safety: Electrical Permits (2026)

The city adopted the CEC, 2025 Edition, as published by NFPA and adopted by the State Building Standards Commission, under Section 15.20.256.010, folding it into Title 24, Part 3 of the California Code of Regulations. Section 15.20.256.020 layers city-specific amendments onto that base code. Article 89.108.4.3 is amended so that construction documents for electrical work, covering bonding and grounding details, wiring plan runs, single-line diagrams, load calculations, wire sizing calculations, conduit sizing calculations, and derating calculations, must be submitted at the time of the permit application or whenever the Building Official later requires them.

Article 89.108.9 gives the Building Official authority to withhold or disconnect electrical power from any building the code defines as dangerous, or that presents another hazardous condition, independent of any separate abatement action. A newly added Article 250.52(A)(3)(3) requires a concrete-encased grounding electrode (a UFER ground) on new single-family dwellings to be accessible, either through an interior cover plate or an exterior weatherproof access panel positioned next to the electrode. Section 590.1 is amended so temporary electrical service can be authorized only during an active construction or repair permit, or where conditions of approval specifically allow temporary power.

Appeals of electrical permit decisions go to the same building appeals board structure used for the rest of Title 15: Section 15.20.250.100 adds subsection 89.108.8.3 to the CEC establishing a local appeals board mirroring the five-member Napa-Solano ICC panel.
