Vacaville requires automatic fire sprinklers in all new one- and two-family dwellings under California Residential Code Β§R313 (adopted by VMC Chapter 15.20.251), designed and installed to NFPA 13D as adopted in California. Multifamily and commercial buildings use NFPA 13R or NFPA 13. Existing exterior elevated elements on multifamily buildings are separately subject to California SB 326 / SB 721 balcony-inspection laws.
VMC Chapter 15.20.251 adopts the 2022 California Building Code and California Residential Code; VMC 15.20.271 adopts the California Fire Code. Together they require: (1) Automatic fire sprinklers in every new one- and two-family dwelling and townhouse under California Residential Code Β§R313, designed and installed per the California-adopted edition of NFPA 13D. Sprinklers are required throughout all dwelling areas, including attached garages (California amendment to NFPA 13D), basements, carports, and areas accessible for storage or other habitable use; bathrooms under 55 sq ft, small storage closets without mechanical equipment, unfinished attics, and open porches may be omitted under R313/NFPA 13D. (2) NFPA 13R sprinkler systems in residential occupancies up to 4 stories, NFPA 13 for larger commercial occupancies. (3) Maintenance and inspection per NFPA 25 β monthly, quarterly, semi-annual, annual, 3-year, and 5-year tests. (4) Balcony inspections: California Senate Bills 326 (Civil Code Β§5551 β common interest developments / condos) and 721 (H&SC Β§17973 β buildings with 3+ multifamily units) require periodic inspections of exterior elevated elements (decks, balconies, walkways, stairways). The first SB 326 inspection deadline was Jan 1, 2025 and SB 721 has a Jan 1, 2026 deadline for non-CID multifamily. Vacaville Fire Department enforces operational permits for fire-protection systems under CFC Β§105.
New single-family construction in Vacaville that omits the required NFPA 13D sprinkler system fails final building inspection under VMC 15.20.251 (adopted CRC Β§R313).
