Fairfield adopts the California Residential Code Section R313, requiring automatic fire sprinklers in all new one- and two-family dwellings and townhouses (effective for permits since January 1, 2011). Commercial buildings follow California Building Code Chapter 9 and California Fire Code Chapter 9. Installation must be performed by a C-16 licensed fire protection contractor.
Fairfield's Building Code adopts the 2022 California Residential Code (Title 24 Part 2.5), which mandates under Section R313.2 that an automatic residential fire sprinkler system be installed in all new one- and two-family dwellings, mobile homes, and townhouses. Sprinklers must comply with NFPA 13D and use listed components; design and installation by a C-16 licensed contractor. Additions and substantial alterations to existing non-sprinklered homes generally do not trigger retroactive sprinkler requirements unless the addition exceeds a threshold (typically 50% of existing or 1,000 sq ft, depending on local interpretation). Commercial occupancies follow CBC Chapter 9 / CFC Chapter 9 thresholds: buildings exceeding 5,000 sq ft (varies by occupancy), high-rises, and certain assembly uses require NFPA 13 sprinkler systems. Sprinkler tampering, removal, or rendering inoperative is prohibited under California Penal Code 148.4. Annual inspection, testing, and maintenance (ITM) of sprinkler systems must follow NFPA 25 and is enforced by the Fairfield Fire Department's Fire Prevention Division.
Installing a residential sprinkler system without permit or with an unlicensed contractor will result in red-tagging, refusal of certificate of occupancy, and required correction. Tampering with sprinklers is a misdemeanor under PC 148.4 with penalties up to $1,000 and/or six months in jail. Failure to maintain a required commercial system can result in fire code citations and insurance loss.
