Louisburg, KS Building Safety: Elevator Maintenance (2026)

Louisburg's elevator rules are amendments to the International Building Code's elevator provisions added under Louisburg City Code § 4-102 (Ord. 865; Code 2020; Ord. 1122; Ord. 1138). New IBC § 3001.6 requires every elevator, on installation, to pass an acceptance inspection and test performed and approved to ASME A17.1/CSA B44 requirements, with a copy forwarded to the City of Louisburg before a certificate of occupancy can issue. New § 3001.7 then requires all existing elevator equipment to undergo periodic inspections and testing approved to ASME A17.3/CSA B44 requirements, with copies of those test results likewise forwarded to the city.

New § 3001.8, Certification of Inspection Required, makes it unlawful to operate any elevator, dumbwaiter, escalator, or moving walk in Louisburg without a current certificate of inspection issued by a Qualified Elevator Inspector certified by the National Association of Elevator Safety Authorities or another nationally recognized certifying body. New § 3001.9 closes the loop for older equipment: in addition to whatever the Existing Building Code otherwise requires, existing elevators must comply with ASME A17.3/CSA B44. Together the four sections put building owners on a two-track inspection cycle, an acceptance test at installation and recurring periodic testing after, both documented to the City of Louisburg's building department rather than left to a private inspector's file.

No separate elevator penalty appears in Chapter 4, so a § 3001.8 violation, operating without a current certificate, is enforced under the citywide general penalty at Louisburg City Code § 1-116.
