Section 110.3, as amended for the City of Louisburg by § 4-102, lists thirteen numbered inspection stages the Building Official must make on notification from the contractor or owner. Work starts with 110.3.1, footing and foundation inspection, made after excavation is complete and reinforcing steel is in place, and 110.3.2, concrete slab and under-floor inspection, made before concrete is poured or subfloor sheathing goes down. Framing gets its own step at 110.3.4, done after the roof deck, framing, fireblocking, and bracing are up and rough electrical, plumbing, and mechanical work is approved, followed by lath and gypsum board inspection at 110.3.5 and a check on weather-exposed balcony waterproofing at 110.3.6 before those surfaces are concealed.

Fire- and smoke-resistant penetrations get inspected at 110.3.7 before they are covered, energy-efficiency items such as insulation R-values and duct R-values can be checked at 110.3.8, and 110.3.11 adds a fire protection systems inspection that the fire official or a designee performs. Special inspections required under IBC Chapter 17 are tracked separately at 110.3.10. The process ends at 110.3.12, the final inspection, made only after every piece of work required by the building permit is complete, and for property in a mapped flood hazard area, 110.3.13 adds a requirement to document the lowest floor elevation before that final sign-off.
