Cicero, IL Building Safety: Green Building Code (2026)

Section 22-13 adopts the 2012 International Energy Conservation Code by reference in full, including all of its regulations, as published by the International Code Council. That code regulates energy-efficient building envelopes and the installation of energy-efficient mechanical, lighting and power systems, and it requires permits and fee collection for work it covers, tying it directly into the general permit-fee structure in Section 22-3. A copy of the 2012 IECC is kept on file in the Office of the Town Clerk for public inspection. As with the town's other adopted construction codes, if any provision of the Energy Code conflicts with another town ordinance, rule or regulation, the more stringent standard governs, but the Building Commissioner or the Cicero Fire Chief may waive the stricter requirement where doing so serves the health, safety or welfare of residents.

The Energy Code sits alongside, and is enforced together with, the town's adopted Building, Residential, Electrical, Plumbing and Accessibility codes; Section 22-284 lists energy code compliance as one of the standards a property must meet before the Building Commissioner will issue a certificate of compliance on a real estate transfer, and Section 22-285 lists it among the codes a new or altered building must satisfy before a certificate of occupancy will issue.
