Cicero, IL Building Safety: Plumbing Permits (2026)

Section 22-31 adopts by reference the Illinois Plumbing Code, 2014 Edition, together with all of its amendments and appendixes, as published at Title 77, Part 890 of the Illinois Administrative Code. That code governs the design and installation of new plumbing systems and the alteration of existing plumbing systems town-wide, and a copy is kept on file at the Office of the Town Clerk for public inspection. Section 22-33 separately requires that all plans for plumbing apparatus be submitted to the Building Commissioner for approval, and bars any connection to the town's sewer or water systems without the consent of the superintendent of water; sewer and water line work must also comply with the pollution-control requirements of the Illinois Environmental Protection Agency and the Metropolitan Water Reclamation District.

As with Cicero's other adopted construction codes, where the Illinois Plumbing Code conflicts with another town ordinance the more stringent rule applies, though the Building Commissioner or the Cicero Fire Chief may waive it in the interest of public health, safety or welfare. Under Section 22-4, homeowners can replace faucets and sinks or repair existing plumbing fixtures without a permit, but Section 22-5 requires a permit for replacing tubs, toilets and shower stalls, and for installing any new plumbing fixtures in a non-existing area. Section 22-3(1) sets the residential plumbing permit fee within the general building permit fee, at two percent of the cost of construction.
