Skokie, IL Building Safety: Plumbing Permits (2026)

Section 22-151 adopts, under the authority of the Illinois Municipal Code, 65 ILCS 5/1-3-2, and the Illinois Plumbing License Law, 225 ILCS 320/36, the 2014 Illinois Administrative Code Title 77, Public Health, Chapter 1, Subchapter Water and Sewage, Part 890, the Illinois Plumbing Code, together with the Lawn Irrigation Contractor and Lawn Sprinkler System Registration Code at 77 Ill. Admin. Code Part 892, and all subsequent amendments to both. Because Skokie enforces the state plumbing code directly rather than a locally drafted one, plumbing installers must hold an Illinois plumbing license under 225 ILCS 320 before a Skokie permit will issue, and any inspection follows the state's design, material and installation standards under Part 890.

S. Environmental Protection Agency's WaterSense program whenever a labeled fixture meeting the need is available, tying permit approval to water-efficient hardware. The mechanical code amendments in Article V cross-reference the same state plumbing standard, requiring water heaters, boiler water supply connections, expansion tank overflow piping and backflow protection on potable water systems to follow the current Illinois Plumbing Code rather than a locally written mechanical plumbing rule. An earlier local plumbing article existed before 2014: an editor's note records that Ordinance No. 14-9-C-4089 deleted former Sections 22-152 through 22-155, which had covered conflicting regulations, code amendments, roof drainage and downspouts, and sanitary waste below grade under the prior locally drafted plumbing code dating to 2006.
