Skokie, IL Building Safety: Building Permits (2026)

Section 22-31 adopts the International Building Code, 2021 edition, published by the International Code Council, as the Village's building code under home-rule authority granted by 65 ILCS 5/1-3-2, with any conflicting Village ordinance controlling over the model code per Section 22-32. Section 22-33 rewrites several IBC permit provisions for Skokie: permit fees for new buildings, alterations and other structures are deleted from the model code and instead set under Chapter 46 of the Village Code; a permit issued under the code is granted for 18 months, and the permittee may apply for a single 6-month extension from the Village Manager or designee.

Within 15 days of issuing a building permit, the Village Manager or designee must forward a copy of the permit, plans, blueprints, drawings and other application papers to the Cook County Assessor's office, with the complete legal description and street address of the property. Contractors performing permitted work must register with the Village, carry commercial general liability insurance of at least $1,000,000 per occurrence naming the Village as an additional insured, and pay the registration fee under Section 46-134. and on Sundays and holidays, except emergency work approved in writing by the Village Manager or designee for up to 3 days, extendable another 3 days.
