Cicero, IL Building Safety: Elevator Maintenance (2026)

Section 46-10 of the Health and Sanitation chapter sets the inspection schedule and fee structure for vertical transportation equipment townwide. Inspections must occur at least once every six months, for two inspections per calendar year, covering dumbwaiters, passenger and freight elevators, escalators and wheelchair lifts, each charged at $185.00 per inspection. If any of those four equipment types fails and needs a follow-up check, the town charges a flat $90.00 re-inspection fee rather than a full inspection fee. Rather than write its own technical standards, Cicero incorporated a specific set of national engineering codes by reference: the ASME A17.1-2005 Safety Code for Elevators and Escalators (with its 2005 addenda), the ASME A17.2-2004 Guide for Inspection of Elevators, Escalators and Moving Walks, the ASME A17.3-2005 Safety Code for Existing Elevators and Escalators, the ASME A18.1-2005 Safety Standard for Platform Lifts and Stairway Chairlifts, the ASME QEI-1-2004 Standard for the Qualification of Elevator Inspectors, the ANSI A10.4-2004 Safety Requirements for Personal Hoists and Employee Elevators, and the ASCE 21-2000 Automated People Mover Standards.

Building owners are responsible for keeping equipment compliant with those adopted standards between inspections, since the town's own inspectors check against them at the mandated six-month intervals.
