Hutto, TX Building Safety: Green Building Code (2026)

Section 6.02.351 adopts the International Energy Conservation Code, 2018 edition, as published by the International Code Council, as the energy conservation code of the city, regulating and governing energy-efficient building envelopes and the installation of energy-efficient mechanical, lighting, and power systems in new construction, with the same requirement to obtain a permit and pay fees that applies to the rest of chapter 6.02. Section 6.02.352 amends both the commercial and residential provisions of that code: Section C101.1 and Section R101.1 each insert City of Hutto, Texas as the adopting jurisdiction, and Section C109 and Section R109 each route any appeal from a decision, application, or interpretation of the energy code directly to the Building and Standards Commission, whose ruling is final.

Because the IECC works alongside the 2018 International Residential Code and International Building Code adopted earlier in the same article, a builder's energy-code compliance path, whether prescriptive or performance-based under the IECC's own methods, is checked by the same Development Services building official during the same plan-review and inspection process used for structural, electrical, and plumbing permits. There is no separate Hutto-specific energy fee schedule beyond the general permit fees charged under section 6.02.053, and no local amendment loosens or tightens the IECC's numeric envelope or equipment-efficiency tables beyond the jurisdiction and appeals inserts quoted above.
