Hutto, TX Building Safety: Plumbing Permits (2026)

Section 6.02.201 adopts the International Plumbing Code, 2018 edition, including appendices, as the plumbing code of the city, covering the design, construction, installation, alteration, repair, and maintenance of plumbing systems and requiring a permit and fee before that work begins. Section 6.02.202 amends the adopted code section by section: Section 101.1 inserts City of Hutto, Texas as the jurisdiction; Section 106.6.2 charges permits and fees per the current City of Hutto Fee Schedule; Section 106.6.3 sets the permit-fee refund and re-inspection percentage at 100%/100%; Section 108.4 makes a violation a misdemeanor punishable under the general penalty at section 1.01.009 of the Hutto Code of Ordinances; and Section 108.5 fixes the fine range for a plumbing-code violation at $500.00 to $2,000.00.

The amendment also inserts a twelve-inch clearance requirement at Section 305.4.1 for pipe protection and at Section 903.1 for vent terminals, and it routes any appeal from a plumbing permit denial or code interpretation to the Building and Standards Commission, whose decision is final under Section 109. A homeowner or licensed plumber must obtain the permit and pass the required inspections before covering new plumbing work, since the same 2018 amendment package folds in the building official's authority to require re-inspection at the owner's cost when initial work fails.
