1 to the locally adopted Building Code: whenever work requiring a permit has already begun without one, the Building Official must conduct an investigation before any permit can issue, and an investigation fee is charged in addition to the permit fee itself, whether or not a permit is ultimately granted. That fee is set on the City's adopted fee schedule and does not excuse the responsible party from any other code requirement or penalty. 7, governing reinspections: a reinspection fee may be assessed each time an inspector calls at a job site and finds the inspected portion of work incomplete, or finds that corrections the Building Official previously required have not been made.

The section spares a contractor the fee the first time a job is rejected for noncompliance, but subsequent inspections, or the practice of calling for an inspection before work is actually ready, can trigger the fee on each additional visit. To obtain a reinspection, the applicant must file a written application on a form the City provides and pay the reinspection fee under the adopted schedule; the Building Official will not perform any further inspection of the work until that fee is paid in full, effectively pausing the permit's progress until the applicant clears the balance.
