Adopted by Ordinance No. 5 of the California Building Code), a Lancaster building permit becomes null and void if work is not commenced within 360 days of issuance, or if it is commenced but then suspended or abandoned. The code defines 'suspended or abandoned' as 180 days or longer without substantial progress, and specifically states that failing to schedule, undergo, or pass a required interim or final inspection for 180 days since issuance, or since the last interim inspection, can itself be treated as a failure to make progress.

The Building Official may grant one or more written extensions of up to 180 days each on a showing of justifiable cause. 2 to permits issued to legalize an already-built unpermitted structure or unpermitted grading. Once a permit lapses, the applicant must obtain a renewal permit, which under subsection (iii) requires a mandatory site inspection by Building & Safety to confirm existing conditions and materials still comply with the code before work resumes, plus payment of plan check and building permit fees at current rates.

4 requires that any structure or grading legalized after construction be inspected by the Building Official in the manner prescribed by the Technical Codes, and lets the official order removal of finish materials to expose framing, wiring, plumbing, or fill to confirm the work meets code.
