City Code Sec. 5-71 creates the enforcement framework for all seven adopted Technical Codes, and its Property Maintenance Code amendment (Subsection 103.1) specifically establishes the City of Montgomery Inspections Department - Property Maintenance Division, with a code official responsible for implementing, administering and enforcing the codes. The amended Building Code fee schedule (Subsection 109.2) sets re-inspection charges that apply across building, plumbing, mechanical and gas work: no charge for the first re-inspection (second trip to the site), $50.00 for the second re-inspection (third trip), and $100.00 for the third and any subsequent re-inspection (fourth trip and beyond), with the plumbing, mechanical and gas fee schedules charging a lighter $25.00 second-trip and $50.00 third-trip scale.

Plan review has its own resubmittal ladder: for one- and two-family dwellings, the first through fourth plan resubmittals carry no charge, while commercial plan reviews are charged by square footage or estimated cost tier, from $100.00 for projects over 2,500 square feet up to $500.00 for projects over 50,000 square feet, with a second commercial resubmittal costing $100.00. Amended Subsection 109.4 separately penalizes anyone who commences building, electrical, gas, mechanical or plumbing work before obtaining the required permit with a fee equal to 100% of the permit fee, charged in addition to the permit itself, reinforcing that inspections are tied to a permit obtained before, not after, work begins.
