Wayne County, IN Building Safety: Building Inspections (2026)

In unincorporated Wayne County, Indiana, § 151.10(A) makes any person, firm or corporation holding a Building Commissioner permit responsible for requesting inspection of the work whenever required by the chapter or by state statutes, rules or regulations, with the request due at least 24 hours before the inspection is needed. The permit holder must provide access and means for proper inspection, keep the responsible person present on site during the inspection, and never cover or conceal work before it is inspected and approved; the county is not liable for costs of removing or replacing material to allow inspection that was skipped.

Section 151.10(B) sets the required sequence: a footing inspection before concrete placement (forms, bulkheads and grade stakes must be in place); a foundation inspection before backfilling, with drain systems and sump pits complete, and grade or bond beam inspection before their concrete pour; an under-slab inspection before covering underground and under-slab electrical, heating, air conditioning and plumbing systems; a framing inspection before insulation or drywall goes on, with all mechanical, plumbing and electrical work roughed in and masonry firewalls visible; and a final inspection at project completion before the structure is used or occupied.

The Building Commissioner may also order special inspections beyond that list to assure Building Code compliance. Work found incomplete or not ready when an inspector responds triggers the $35 re-inspection fee set in § 151.09, and § 151.11 lets the Commissioner enter any building, structure or premises at reasonable times, on presentation of credentials, to carry out these duties. A certificate of use and occupancy under § 151.13 cannot issue until a final inspection is approved.
