Wayne County, IN Building Safety: Plumbing Permits (2026)

Wayne County Code § 151.05 adopts Article 16 of I.A.C. Title 675, the Indiana Plumbing Code, by reference for all plumbing work in unincorporated Wayne County, with copies on file in the office of the Building Commissioner. Under § 151.06(A)(3), a plumbing permit is required for the installation, alteration, extension or replacement of plumbing, piping, fixtures, appliances and appurtenances connected with sanitary drainage, liquid waste, sewerage, venting and water supply systems whenever the cost of the work exceeds $1,000. Only a plumbing contractor licensed by the state under I.C.

25-28-5 may obtain the permit, and that licensed contractor is responsible for securing it before work begins; no contractor may let anyone but his or her own employees work under a permit issued in his or her name. Applications go through the Building Commissioner under § 151.07, accompanied by two sets of scaled or dimensioned plans clear enough to show code compliance, and the fee schedule in § 151.09 sets the plumbing permit at $35, with plan review at $35 and re-inspection at $35 if work is not ready when an inspector arrives.

A permit issued under this code expires one year from issuance unless extended; a holder may take a one-time six-month extension at no charge, or renew an expired permit (lapsed no more than six months, with no plan changes) for half the original fee. Starting work before a permit issues doubles the fee under § 151.07(C).
