City Code § 56-32 makes inspections mandatory for all work done under a permit and requires them to occur before any work is enclosed or covered, at the completion of each of five listed stages: excavation and site preparation; footings and foundation, made after trenches are excavated and forms erected; frame, superstructure and masonry, made before lathing or drywall; mechanical installation, made before enclosing walls and ceilings and after electrical, plumbing, heating and air conditioning are in; and final inspection after the structure is completed.

Section 56-32B separately bars covering reinforcing or structural steel, or any mechanical installation, without prior Department approval, and Section 56-32C makes it unlawful to proceed with work past the inspected point or to lath or cover a wall or ceiling before the Commissioner signs off. Under § 56-33, it is the owner, applicant or agent's job to tell the Commissioner the work is ready and to schedule each inspection; the Commissioner must act on the request within two days, and a missed or unready inspection triggers a reinspection fee under § 56-19D.
