Arcadia, CA Building Safety: Plumbing Permits (2026)

Section 8210 adopts the California Plumbing Code, 2025 Edition, as the plumbing regulations for the City of Arcadia. The adoption includes Chapter 1 and the appendices and installation standards published and adopted by the International Association of Plumbing and Mechanical Officials, and the Code governs, regulates and controls all of the activities it refers to as though set out in the Chapter in full. The section states that the 2025 Edition is adopted with no amendments, which sets it apart from the Building Code chapter, where the City Council added local rules in Part 3. One copy is kept in the office of the Building Official for public use and examination. The amendment history for the section runs through Ord. No. 2408, § 4, adopted 11-18-25.

Section 8220 states the purpose: minimum standards to safeguard life or limb, health, property, and public welfare by regulating and controlling the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of any plumbing system within the City.

Permit fees for Article VIII work are established by resolution of the City Council, with an added refuse fee in an amount also established by resolution (§ 8020.8). For swimming pools, the fee for each pool, spa or hot tub includes its plumbing and electrical systems and is paid in an amount set by City Council resolution (§ 8530.2, Section 3109.2.1). Pool demolition requires plumbing piping serving the pool, spa, hot tub or equipment to be terminated at the source of supply and removed (§ 8530.10, Section 3109.4), and a 3" P-trap is required on the premises for drainage of a pool (§ 8530.4, Section 3109.3.13). The mechanical code in Chapter 4 is adopted separately, also with no amendments (§ 8410).
