Brentwood requires plumbing permits for water heater replacements, repipes, sewer lateral work, gas line modifications, and most fixture relocations under the 2022 California Plumbing Code as adopted by the city. Like-for-like fixture swaps (faucets, toilets at the same location) generally do not require a permit, but water heaters always do.
The Building Division administers plumbing permits for work performed inside Brentwood city limits. Permits are required for: installation or replacement of water heaters (gas, electric, or tankless), whole-house repipes (including PEX conversions), new or relocated fixtures, sewer lateral replacement or repair, gas line installation or extension, water softener installation with drain connections, backflow prevention assemblies, and any work on the building sewer within public right-of-way. Water heater replacements must meet current seismic strapping requirements (two straps, upper and lower third), include a drain pan with dedicated drain line where located inside or above living space, and have code-compliant temperature and pressure relief discharge. Tankless conversions typically require a dedicated gas line upsizing, combustion air calculations, and condensate disposal plumbing. Sewer lateral work within the public right-of-way also requires an encroachment permit from Public Works. State water-conservation standards under CA Civil Code §1101.4 require compliant low-flow fixtures (1.28 gpf toilets, 1.8 gpm kitchen faucets, 2.0 gpm showerheads) on any permitted alteration of a single-family home built before 1994. C-36 licensed plumbing contractors or owner-builders may pull permits. Unpermitted plumbing work can block resale, trigger insurance denials, and result in double permit fees plus code enforcement action.
