Burlington, WI Building Safety: Plumbing Permits (2026)

Section 243-1 adopts Wis. ch. 145 and the State Plumbing Code, Wis. Adm. Code Ch. SPS 381 through 387, by reference as Burlington's plumbing standard, and § 243-2 requires the City Administrator, with Common Council confirmation, to appoint a Plumbing Inspector who is state-certified under Ch. SPS 382. Section 243-3 gives that Inspector the right to enter buildings at reasonable hours for testing and inspection, requires the plumber in charge to call for inspection of every soil, vent, waste, underground drain or new fixture connection before it is covered, and lets the Inspector issue a stop-work order, oral orders must be followed by a written order within a reasonable time, whenever work proceeds in violation of the chapter.

Section 243-4 itself sets the permit rule: no plumbing may be installed in the City, or connected to City sewer or water from outside the City, without an approved application and permit, and only a licensed master plumber may receive that permit except that an owner who has lived on the property at least six months may get a limited permit covering fixture replacement only, not new drains, vents or waterlines. Section 243-5 sets permit fees by the Common Council Fee Schedule on file at the City Clerk's office.
