Casa Grande, AZ Building Safety: Plumbing Permits (2026)

Casa Grande adopted the International Plumbing Code, 2018 Edition, together with the City of Casa Grande Amendments to that code, under Municipal Code Section 15.16.010; both documents were made a public record by City Council Resolution No. 5170 and three copies are on file with the Casa Grande City Clerk for public inspection. Because the code is incorporated by reference rather than reprinted, Planning and Development staff apply the adopted 2018 IPC text and the city's own amendment package when reviewing plumbing permit applications for new construction, remodels and repairs within the City of Casa Grande.

Section 15.16.020 sets the enforcement teeth behind that adoption: it is unlawful for a person, firm or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish, equip, use, occupy or maintain any building, structure or building service equipment, or to cause or permit that work to be done, in violation of Chapter 15.16 or the other technical codes the city has adopted. Contractors and property owners doing plumbing work in Casa Grande without first securing the required permit and inspections from Planning and Development are working in violation of this chapter, regardless of whether the underlying installation would otherwise meet code.

The section applies citywide inside Casa Grande's limits and does not reach unincorporated Pinal County, Arizona City, Eloy or Coolidge, each of which administers its own plumbing permitting.
