Copies are kept on file with the City Clerk and Building Official, and any newer edition adopted by the California Building Standards Commission is automatically incorporated. Where the CPC conflicts with any other city, state, or federal code, the Building Official applies whichever provision provides the highest level of safety. 1 for gas service: in existing commercial and industrial establishments and places of assembly where service has been discontinued for 90 days or more, the gas meter may be turned back on only after the piping has been pressure tested and the Administrative Authority has approved both the test and the gas appliances, with a permit required for the test.

The same 90-day pressure-test-and-permit rule applies separately to existing residential buildings. 1(d) sets the plan review fee for plumbing work at 25 percent of the total permit fee shown in Table P-1, charged in addition to the permit fee itself. 1(b) voids a plumbing permit if work has not started within 180 days of issuance or is suspended for 180 days, counting a missed inspection every 180 days as abandonment; reactivating unchanged plans within a year costs half the original permit fee, while any lapse past a year requires a full new fee.

1(f) requires the Building Official to inspect rough plumbing, including under-floor piping and accessories, before it is covered or concealed by concrete or floor sheathing.
