Full Breakdown

010 adopts the 2025 Edition of the California Plumbing Code, Title 24, Part 5, of the California Code of Regulations, published by the International Association of Plumbing and Mechanical Officials and adopted statewide by the Building Standards Commission, as the plumbing code for the City of Elk Grove, together with all appendix chapters, except where the City has specifically repealed or amended a provision by its own ordinance. The stated purpose is to set minimum requirements and standards protecting public health, safety, and welfare while regulating the erection, installation, alteration, addition, repair, relocation, replacement, maintenance, and use of any plumbing system within city limits.

The chapter has been re-adopted on a triennial cycle to track the state's code update schedule, most recently effective January 1, 2026 under Ordinance 24-2025. 010 (California Administrative Code) supplies the underlying permit application, inspection, and enforcement procedures that apply across building, plumbing, electrical, and mechanical work, while the Building Official, appointed by the City Manager, administers all of these adopted codes including the Plumbing Code. A true and correct copy of the adopted 2025 California Plumbing Code is kept on file in the Community Development Department for public inspection, and any amendment the City makes to the state code must be adopted by its own ordinance to take effect locally.

Violations & Fines

Work performed without a required permit, or that fails a plumbing inspection under the adopted California Plumbing Code, is handled through the Administrative Code's general building-permit enforcement track (EGMC § 16.02.010), which can include stop-work orders and correction notices before any administrative citation issues under Chapter 1.12.
