Beyond drainage and sewage work, § 86-10B requires a permit before any water may be supplied to or used in a building, structure or parcel within the Town's building lines, and § 86-10C requires a separate permit for installing gas supply piping from a meter to a consumer's appliance. No plumbing permit issues until a Plumbing Inspector approves the application, under § 86-12E. Once granted, a plumbing permit follows the same timing rules as a building permit: work must start within 90 days and finish within one year, or the project is deemed abandoned, per § 86-13A and C, with supplementary permits available for extensions up to two years total.

After the work is done, the property owner needs a certificate of approval of the plumbing or drainage work under § 86-20; maintaining plumbing work for more than a year without that certificate, absent a supplementary permit extending time, is itself unlawful under § 86-20A. The Town Board appoints a five-member Plumbers' Examining Board, chaired by one of its members, to oversee plumbing licensing standards under § 86-31. Like building-permit applications, plumbing applications are filed with the Building Inspector on Town-issued forms and must describe the work in enough detail for the Department to confirm compliance with the plumbing and drainage requirements of this chapter.
