2. 2 sets the fee schedule "as established by the City Council of the City of Hoover and/or the applicable governing authority" rather than a fixed table, so permit fees are adopted separately by council action. 5 authorizes fee refunds under a written policy set by the building official, but the code official cannot approve a refund unless the original permittee files a written application within 180 days of paying the fee. 4 makes it a punishable offense under Section 1-5 of the Municipal Code to continue plumbing work after being served a stop-work order, except work directed to correct the violation itself.

Section 114, replaced in full, sends appeals of the building official's orders, decisions, and interpretations to the Hoover Code Appeals Board under Chapter 6, Article I, Section 6-7, and requires the appeal to be filed within twenty days of the decision; the board can only act where the true intent of the code was misapplied, the code doesn't fully apply, or an equally good alternative construction method is proposed. 4 makes any violation of the plumbing code, including work that departs from approved plans or a code official's directive, punishable under Section 1-5, with each day of continuing violation a separate offense.
