Lyon County, NV Building Safety: Plumbing Permits (2026)

The Board of County Commissioners adopted the current Building Codes of Lyon County, including the 2024 Uniform Plumbing Code, under authority of Nevada Revised Statutes 244.105, 278.580, 278.583 and 444.350 (Lyon County Code section 15.239.01). Wherever the adopted codes use the word 'City,' the county substitutes 'County,' and 'City Council' is read as 'Board of County Commissioners.' Section 15.239.06 requires a separate permit for each building or structure before plumbing work covered by the code is erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished, though a single combined permit may cover building, plumbing and electrical work on one structure.

Permits are issued by the Community Development Department, not by the Sheriff's Office or Building Department acting alone. The Board sets permit and inspection fees by resolution rather than through the fee tables printed in the adopted codes themselves. Where the plumbing code conflicts with state or local requirements for water distribution or sewage disposal systems, the state or local authority's requirements control instead of the published code. Any provision of the adopted codes that conflicts with the Nevada Constitution or Nevada Revised Statutes is not adopted.

The Board of County Commissioners hears appeals from decisions of the building official interpreting this chapter, and may delegate fire code appeals to the relevant Fire District Board. This scheme applies only in unincorporated communities such as Dayton, Silver Springs, Stagecoach, Mound House and Smith Valley; Fernley and Yerington administer their own separate plumbing permitting under their own city codes.
