Mountain View, CA Building Safety: Plumbing Permits (2026)

Article VIII, Division 1 of the Building Code adopts the Uniform Plumbing Code, 2024 Edition, published by the International Association of Plumbing and Mechanical Officials, together with the state's amendments in California Code of Regulations Title 24, Part 5, known as the California Plumbing Code, 2025 Edition, including Appendices A, D and I. Sec. 10 makes this adopted text, with Mountain View's further local changes, 'controlling within the limits of the city of mountain view as the Plumbing Code of the City of Mountain View,' and the purpose stated in Sec.

05 is to regulate the erection, installation, alteration, repair, relocation, removal, replacement, conversion, use and maintenance of plumbing, gas and drainage systems for public health and safety. Division 2's local amendments then layer city-specific rules onto that base text: Sec. 05 deletes the state code's general administrative chapter and substitutes the same administration and permit-processing chapter used for the Building Code under Article IV, so plumbing permits follow the identical fee, inspection, and certificate-of-occupancy framework in Sec. 70. Sec. 10 adds and modifies plumbing definitions, including a new 'dual plumbing system' definition covering buildings with separate recycled-water and potable-water piping, tying the local code to the state's recycled-water regulations in California Code of Regulations Title 22, Division 4.

As with the Building and Electrical Codes, one physical copy of the adopted Plumbing Code is kept on file and open to public inspection in the building division.
