Full Breakdown
Only a licensed master plumber may pull the permit and start work, applying in writing to the Plumbing Inspector and paying the Common Council's fee schedule before beginning. The permit covers continuous performance of the job but automatically expires if work stops for 60 days without good cause, or once the job is finished. A property owner may do their own repairs or installation in a single-family home they own and occupy if they obtain the permit and follow Article V. Starting work before the permit issues doubles the required fee.
Violations & Fines
Doing plumbing work without a state-licensed master plumber (or the qualifying owner exception) or before a permit issues violates Article V; the Inspector may also suspend or revoke a permit for violations (§ 21-128).
