" The permit application must be in writing on Plumbing Inspector forms, identify the property owner and describe the work, and it binds both the owner and the applicant to the chapter's requirements. Once the Inspector is satisfied the proposed work conforms to the chapter and fees are paid, the permit issues and remains valid for continuous performance of that work; it automatically expires if work stops for 60 days without good cause, and automatically expires again when the permitted work is finished, though the Inspector may suspend or revoke it for a violation.

No permit can be issued to an applicant currently in violation of the chapter until the violation is corrected, or to anyone with a pending Plumbing Inspector order, unless the Inspector waives that restriction. Starting work before the permit is issued triggers a double fee under Subsection F. Chapter 193 also adopts Wisconsin's Chapter 145 and the State Plumbing Code, SPS 381 through 387, by reference, and requires that anyone performing plumbing work hold a state license from the Department of Safety and Professional Services, with narrow exceptions for a homeowner working on their own one-family home and for minor repairs. A person aggrieved by a permit refusal, suspension or revocation may seek review under Wisconsin Chapter 68.
