Parker, CO Building Safety: Plumbing Permits (2026)

Chapter 11.07 of the Parker Municipal Code, the Parker Plumbing Code, adopts the International Plumbing Code, 2021 Edition, by reference under Section 11.07.020, citing Section 7.7 of the Town of Parker Home Rule Charter as its adoption authority. The Town Council adopts the code in full, including its outline of contents, index and appendices, and a certified copy stays on file with the Town Clerk for public inspection between 8:00 a.m. and 5:00 p.m., Monday through Friday. Section 11.07.050 lists the Town's local amendments: it deletes Appendix Chapters A, C, D, E and F outright, and it amends Section 903.1.1 so that open roof vent pipes must terminate at least twelve inches above the roof, rather than the shorter clearance the base IPC allows.

As with the Parker Building and Residential Codes, the model code's own Chapter 1, Scope and Administration, is deleted and replaced by the administrative and permitting procedures in the Parker Administrative Code, Chapter 11.01, which the Building Department applies to determine when a plumbing permit is required and how applications are reviewed. Plumbing contractors must register with the Building Department under Chapter 11.19, and because plumbers are separately licensed by the State of Colorado under Section 12-58-105, C.R.S., the Town cannot issue a plumbing permit until that state license is verified and on file locally. The current edition took effect January 1, 2022, the effective date the Town Council set when it adopted the 2021 IPC cycle.
