Summary

Rowlett adopts the 2021 International Plumbing Code in full, so any plumbing installation, repair or alteration inside city limits needs a permit and inspection from the building official.

There is hereby adopted the International Plumbing Code, 2021 Edition, and made a part of this article for all purposes, the same as if fully copied in full in this section, with the exception of such sections listed in this article, which are hereafter deleted, modified or amended.

(Code 1982, § 15-4-1; Ord. No. 02-04-03B, § 1(15-4-1), 2-4-2003; Ord. No. 046-08, § 1, 11-4-2008; Ord. No. 008-14, § 5, 4-1-2014; Ord. No. 022-18, § 5, 8-21-2018; Ord. No. 024-22, § 5, 6-21-2022)

Full Breakdown

Sec. 78-201 of the Rowlett Code of Ordinances adopts the International Plumbing Code, 2021 Edition, wholesale, as if it were copied word-for-word into the city's own code. Sec. 78-202 keeps the city's local amendments on file with the city secretary and building official, and redirects any code reference to a 'board of appeal' to Rowlett's board of adjustment instead. Because the IPC itself requires a permit before starting covered plumbing work, that permit obligation applies to plumbing anywhere inside Rowlett's corporate limits in both Dallas and Rockwall counties: the counties themselves have no zoning or building-code authority outside city limits.

Violations & Fines

Doing plumbing work without the required permit, or outside the adopted IPC standards, is a code violation the building official can cite and require corrected before final inspection.
