Sec. 122 governs plumbing permits: a licensed plumber may not let anyone outside their direct employment perform work under a permit issued to that plumber, and for emergency plumbing work needed while the inspections and permits department is closed, the work may begin before a permit issues, but a permit must be applied for on the first day the department reopens and the work remains subject to inspection. Sec. 123 lets a homeowner take out a homeowner's permit and do the plumbing work personally, or through immediate family living at the dwelling, but only if the structure is a residential dwelling, the applicant is owner-occupant, the dwelling is not rental property, and the applicant holds a homestead exemption from the county tax assessor.

The substantive plumbing standard is the 2021 International Plumbing Code, adopted in its entirety by sec. 1. Contractors performing plumbing work must also register with the inspections and permits department under sec. 031, and any plumbing contractor must carry at least $100,000 in combined single-limit liability insurance under sec. 126 before starting permitted work, with narrow exceptions for maintenance workers, railroad employees, utility employees, licensed LP-gas installers and homeowners working on their own homestead.
