Tucson, AZ Building Safety: Plumbing Permits (2026)

Section 6-124 adopts "the document entitled 'International Plumbing Code, 2024 Edition' published by the International Code Council, with local amendments, a copy of which amendments are attached to Ordinance No. 12171 as Exhibit 'E'" as Tucson's plumbing code, most recently updated by Ordinance No. 12171 effective January 1, 2026. Three copies of that code, plus the city's Manual of Backflow and Cross-Connection Control incorporated by reference in section 1003(q) of the plumbing code, must be kept on file at the city clerk's office under § 6-125 for public inspection.

The office of plumbing inspector, created under § 6-121, answers to the building safety administrator and requires a minimum of five years' practical experience per § 6-122. Under § 6-123, the plumbing inspector's statutory duties include inspecting all plumbing construction and installations citywide, approving or condemning piping, fixtures, and drainage work, receiving permit applications for plumbing installations and repairs, collecting and accounting for permit fees, examining and approving plans and specifications, and keeping a complete record of every application, permit issued, and inspection performed under each permit.

Violating any provision of chapter 6, including the adopted plumbing code, is a civil infraction under § 6-5, which applies chapter-wide and cross-references the general penalty at § 1-8. Amendments to the plumbing code follow the same mayor-and-council process and clerk-filing requirement as the original adoption, per § 6-126.
