Rather than a single residential coverage percentage, the Section 1104 dimensional chart regulates intensity through minimum lot sizes (for example 6,000 sq ft in R6, 15,000 sq ft in R15, 40,000 sq ft in R40) and yard setbacks. Additional impervious-surface and built-upon-area limits apply in the County Water Supply Watershed Management and Protection Ordinance (Section 31A-23) for lots in protected Cape Fear basin watershed areas. Municipalities set their own lot-coverage standards inside their limits.
Exceeding watershed built-upon limits or the district's dimensional standards is a zoning violation; a $500 civil penalty accrues $500 per day (Section 1704).
