Lenexa, KS Business Licensing & Operations: Adult Entertainment (2026)

Section 2-4-B-4 of the Lenexa City Code confines adult business establishments to property zoned BP-2 and to no other district. Distances are measured in a straight line, without regard to intervening structures, from the closest exterior structural wall of the adult use to the closest property line of a religious institution, school, public park, childcare facility or residentially zoned property. Spacing from another adult business, or from a business licensed to sell or serve alcoholic or cereal malt beverages, runs between the closest exterior structural walls of each business. Section 2-4-A-1 treats a new business, a relocation, a conversion, a square-footage increase or a change to a different adult use as establishing an adult business.

Section 2-4-A-4 requires an annual adult business license, valid only January 1 through December 31, for each separate place of business, posted conspicuously. Failure to post is prima facie evidence that no license exists. The application is signed and notarized with a nonrefundable, nonprorated fee set by the City Council, and it includes fingerprints and two photographs taken by the Lenexa Police Department. Managers, operators, models, dancers and entertainers each need an annual employee permit. The Police Chief and the Community Development Director report within ten (10) working days, and the Governing Body approves or disapproves within thirty (30) days.

Approval turns on zoning and building compliance, truthful statements, minimum ages of 18, or 21 where alcoholic or cereal malt beverages are served, and no felony within five years or sex-related, drug or similar misdemeanor within two years. A denied applicant can seek review in Johnson County District Court within thirty (30) days of the final decision. Renewals are filed December 16 through December 31 (Section 2-4-A-6). Section 2-4-A-2 bars operation from 12:00 midnight to 11:00 A.M. and every Sunday.
