221 regulates conduct inside businesses offering nude entertainment rather than banning them outright. Performers in a nude show may not intentionally make physical contact with any patron while performing, and may not accept a gratuity or let one be placed on their body by a patron; patrons and other non-performers are likewise barred from touching a performer or placing a tip on them. Outside of active performing, a nude performer may not touch patrons while nude or appear nude anywhere patrons have access. Every nude show must be staged at least 4 feet from the audience, and both the performer and the establishment's owner or manager are separately liable if that buffer is violated.

Beyond scheduled nude shows, no employee, agent, or contractor may touch a patron's covered or uncovered genitalia, pubic area, buttocks, or female breast, and owners or managers who knowingly allow that contact are independently liable. The same dual liability applies to appearing nude in any public area of the establishment outside a nude show: both the employee and any owner or manager who knowingly allows it violate the section. "Nude show" is defined as any show where a performer appears nude for any part of it, and "state of nudity" is defined by exposed male genitalia or buttocks, or female genitalia, buttocks, or breast tissue below the top of the areola, not covered by opaque material.

"Establishment" covers any business principally offering food, drink, alcohol, or entertainment for on-premises consumption or viewing. The section was added by Ordinance No. 8000 on December 7, 1995, and has not been amended since.
